The Palos Verdes Landfill never received a Title 5 permit and now the Los Angeles
County Sanitation Districts (LACSD) want to close the Gas to Energy Center and Flare
the gases. They want to do this without any public input and without an EIR. Flaring
is not good for the environment or the health of the community.
The LACSD
applied for the Permit in 1998 and it was conveniently never granted. This is like
renting an apartment month to month. There are no regulations or guidelines because
there is no "lease" so to speak as the legal document. Why would they wait
8 years without handing over the actual permit that comes with lots of strings attached
such as public participation and the other government provisions as written?
Noise and heat are the most apparent undesirable effects of flare operations.
Flares are usually located away from populated areas or are sufficiently isolated,
thus minimizing their effects on populations. Since flares do not lend themselves
to conventional testing techniques, only a few attempts have been made to characterize
flare emissions.
